I'm trying to learn more about the Links Manager feature. Is there a tutorial or discussion focused on what capacity this feature offers to administrators and/or registered users?

I am concerned that any registered user has Links Manager privileges and that this will lead to spam and disruption on the site.   How do I give registered users the ability to submit a site, but still retain moderation control for what links get published?
