I've created 22 portals from 3 different templates, and the latest 6 have very strange behavior. As a site visitor (NOT authenticated) I can see the editing ribbon on the top, as if i was logged in. But the tab and module permissions for any page this happens on are set to VIEW TAB (TabPermission 3 for UserID -1) and NO OTHER user has permission.

However, the permissions grid on the page settings shows [LOCKS] on the [ALL USERS] VIEW and EDIT, with no other ROLE check boxes checked.

I've gone through the database to ensure no other ROLES have ANY permissions other than VIEW TAB (3) and yet the problem continues after cache dump, application reset, server reboot, etc.

Is there somewhere I can FORCE or CORRECT a permissions issue for the tabs beside in the database? If so, is it in any other table but TabPermissions?
