Folks in our Marketing group would like to change content on the Login page. They do not need to add modules. I gave the group full control, but members still cannot access the login page. It redirects back to the welcome. It acts like if you're not an administrator, you cannot be logged in and view the login page. Is this by design, or am I missing something? Tried everything I can think of.

Actually, we just did an upgrade from 4.9.2 to 6.1.2. They used to be able to edit the login page, but can't anymore.
