Working with a client, they recently upgraded to DNN 7.2.2 from 7.0.6, both community editions. After the upgrade when trying to change one permission for a role all permissions for that role change. So when they want to allow 'All Users' to 'View Page' the 'Edit' option also becomes selected. Saving after only selecting 'View Page' the 'Edit' permission is also active for that role. Reopening the permissions and changing the 'Edit' option also changes the 'View Page'. Only way to remove the unwanted permission is to change in database. Looking for what could be causing this error and how to fix.

Research so far:

Reverted stage environment back to 7.0.6 and error does not occur.

Upgrading from 7.2.2 to 7.3.1 - error still occurs

Upgrading from 7.0.6 to 7.3.1 - error still occurs

Changing to default DNN skin and container - error still occurs.
