FRESH INSTALL 7.03.0 UNABLE TO ADD ANY MODULE OTHER THAN THE BANNER MODULE

I recently had to reinstall DNN because of a seperate issue that I was unable to resolve. With this fresh install, I am unable to add any module other than the banner module. 

When I select the HTML module, and click "add module" I get the banner module on the page. I also cannot seem to find anyone with a similar problem. 

Where would be the logical starting point for trouble shooting? I am using the gravity skin.
