DNN 6.1.3 / ULXSLT DDRMenu

I am using IncludeNodes on the DDRMenu skin object to include 4 pages by their IDs. 3 of those pages are on the root level and display in the browser correctly. Page ID 174 is a child of the top level (second level) and it doesn't show up at all in menu. I tried breaking it out into its own menu but it doesn't show by itself either. 

Does Include nodes only work on Root Level pages?
