 I want the following requirement in my application, Can anyone please help me?

Create a role that gives member users elevated permissions 

1.Create a user and assign them to that role. Log in as that user, open a user tool that will display a list of users for that site Select a user from the list and edit / save a property of that user 

2.Create a different user that is not a member of any admin role Log in as that user Show that the user tool is not available to that user
