Counterintuitive behaviour when using draft workflow

Hi,
I have a client using the Draft Workflow in DNN 7.0.3 Community.
There is a counter-intuitive behaviour, which is more than likely a bug.
When you begin edits for a new version, there is a "Publish Changes" tick box. If you tick this, the new version becomes a draft i.e. it is not in fact directly published.
Clicking publish from the edit menu, or entering edit mode again and using the "Publish Changes" checkbox does work.
The counter-intuitive behaviour is harming our client's ability to use the system, they are hitting save with the checkbox checked, and are moving on, sometimes it is weeks before their error is spotted.
Clearly the draft mode of the document should be bypassed whenever the checkbox is used.
Has this been rectified in latest DNN, or has it even been noticed by anyone else?
