I've done a fresh install of dnn 7.02.02 on my Windows 8.1 pc.  I've configured Dnn to use my local Sql Express 2012 database.

After install, I cannot access either the host or admin "home" screens.  I receive the following error:

"Error: Basic Features is currently unavailable.DotNetNuke.Services.Exceptions.ModuleLoadException: Input string was not in a correct format...."

Other posts have spoken of the same issue but after upgrading rather than a fresh install.
