We recently upgraded to 7.0.4. Previously, I assigned view and edit permissions to the File Manager page for our site editors. The page was linked through the Admin menu on the top tool bar. In the new version the page rights are still properly assigned, however the Admin menu is no longer available in the tool bar. 

Is there a new setting I am not aware of that needs to be configured for the Admin menu to display?
