We are trying to embed a simple "Join Our Mailing List" script from Constant Contact and it's not working, when you hit Subscribe the page refreshes, but the confirmation doesn't show and it doesn't actually submit your information.

I was looking through the editor options and there is an "Encode Scripts" option that is checked and I don't actually know what it does.  I checked Telerik's site but they say, this option encodes a script. :/  Can anyone tell me what that option actually does?

If you are running a default DNN installation, scripts will be filtered out from the HTML (because that could mean a security issue). You can allow scripts in the HTML Editor, by going to the HTML Editor Provider Configuration page (in admin menu), and allow scripts there.

The "EncodeScripts" option (yes, it's all one word in the HOST configuration UI) tells the RadEditor to HTMLencode anything within <SCRIPT> tags.  When this option is checked the editor will change "&" to "&amp;", "<" to "&lt;", etc.  

If you want to insert active JavaScript within your HTML module content then you need to uncheck the "EncodeScripts" option as well as uncheck the "RemoveScripts" option under the HOST settings for "HTML Editor Manager".

it might be easier and safer to enter scripts in Header and Footer settings of the module.
