Ok, I discovered that the reason the ControlBar was disabled is because I was running DNN7 under a Classic Pipeline mode application pool. Changing it to Integrated mode fixed the control bar.

I had the same issue but a different resolution.

As stated here: http://stackoverflow.com/questions/14...

In my module I added a reference to Stripe - which required a Newtonsoft.Json.dll - which overwrote the one in DNN. I had to restore to the one DNN shipped with and my issue was fixed.

I ran into this same issue today and was able to fix it with a different method. I attempted to add a package 'PM> Install-Package Microsoft.AspNet.WebApi' this caused concern as it added NewtonsoftJson which I have been having issues with the previous couple of days. So I immediately removed that reference before building. However it also updated system.net.http.formatting, system.web.http, and system.web.http.webhost. I replaced these one at a time until the issue was corrected. It appear that system.web.http.webhost was the culprit. It seems to be a big issue when adding dll's to Dnn if they re-write the version the site is using... Hope this helps someone.
