If the content of a HTML module is missing I found out, that since HTML module 5.4.3 the didn't longer support iPortable.  So the content couldn't be exported or imported.
I bloged this as a issue on the Gemini.

I am incredulous that something as useful as IPortable would be removed from one of the most common DNN modules Text/HTML.  This makes absolutely no sense to me and is causing some hardship for me.  Do we have a workaround for this problem, so that I can automate the import/export of portals between DNN instances?

4 those that follow behind me and find this thread....

go to the Host menu -> modules -> HTML module & select edit

There is a Portable checkbox but the UI will not let you check it.  However, if you click "Update Module" the code that gets executed apparently reads some settings somewhere and properly sets the Portable checkbox.
