Trying to get my head around Workflow in the latest version (5.4.4) of the community edition of DNN.

Bare with me as this will be lengthy...

I assume that when you want to choose workflow for the HTML module on a module level, then it will only apply the workflow schema you choose to that module.
If you choose a workflow schema and choose the page level, then it will affect every HTML module on a given page and any new HTML modules added to said page?
If you choose a workflow schema and choose the site level, then it will affect every HTML module on every page of the site and any new HTML modules added to any page of the site?

The problem is that I'm finding very odd behavior in testing.  I ran through SEVERAL tests, and here is what I found.

1.  Created a new DNN page.
2.  Checked the settings of the default module, (which I renamed to Page 2) to reveal the following: Direct Publish (Module)
3.  Added new module named Page 2 Sub 1.  Default settings: Direct Publish (Site)
4.  Added new module named Page 2 Sub 2.  Default settings: Direct Publish (Site)
QUESTION: Is Direct Publish (Site) the default settings for new modules?  If so, why doesn't the module that gets added upon page creation use these settings?

5.  Changed the settings of the module named Page 2 as follows: Content Staging (Module)
6.  Checked settings of Page 2 Sub 1: Direct Publish (Site)
7.  Checked the settings of Page 2 Sub 2: Direct Publish (Site)
8.  Added new module named Page 2 Sub 3.  Default settings: Direct Publish (Site)
COMMENT:  It would appear everything operated as expected for the most part.

9.  Changed the settings of the module named Page 2 as follows: Content Staging (Page)
10.  Checked the settings of the module named Page 2 Sub 1: Content Staging (Page)
11.  Checked the settings of the module named Page 2 Sub 2: Content Staging (Page)
12.  Checked the settings of the module named Page 2 Sub 3: Content Staging (Page)
13.  Added new module named Page 2 Sub 4.  Default settings: Content Staging (Page)
QUESTION: So changing a single module on a page to use Content Staging at the (Page) level changes ALL modules on that page to use the same settings?

14.  Checked the settings of the module named Page 2: Content Staging (Module)
15.  Changed the settings of the module named Page 2 as follow: Direct Publish (Module)
16.  Checked the settings of the module named Page 2 Sub 1: Content Staging (Page)
17.  Checked the settings of the module named Page 2 Sub 2: Content Staging (Page)
18.  Checked the settings of the module named Page 2 Sub 3: Content Staging (Page)
19.  Checked the settings of the module named Page 2 Sub 4: Content Staging (Page)
20.  Added new module named Page 2 Sub 5.  Default settings: Content Staging (Page)
QUESTION: In step 14, why did the module settings read Content Staging (Module) instead of Content Staging (Page) as they were changed in Step 9?
COMMENT: Everything else appears to have operated as expected.


21.  Changed the settings of the module named Page 2 Sub 5 as follows: Direct Publish (Page)
22.  Checked the settings of the module named Page 2: Direct Publish (Module)
23.  Checked the settings of the module named Page 2 Sub 1: Direct Publish (Page)
24.  Checked the settings of the module named Page 2 Sub 2: Direct Publish (Page)
QUESTION: It appears that the rest of the modules changed to Direct Publish (Page) except for the module named Page 2.  Its workflow changed, but its level ramained (Module).  Why?

25.  Changed the settings of the module named Page 2 as folows: Content Staging (Site)
26.  Checked the settings of the module named Page 2: Direct Publish (Page)
27.  Checked the settings of the module named Page 2 Sub 1: DIrect Publish (Page)
28.  Checked the settings of the module named Page 2 Sub 2: Direct Publish (Page)
29.  Added new module named Page 2 Sub 6.  Default settings: Direct Publish (Page)
QUESTION:  Why are the modules and new modules using the Direct Publish (Page) as their default as apposed to the Content Staging (Site) settings I applied in step 25?

26.  Checked the settings of the default module on a DIFFERENT page as follows: Content Staging (Site)
27.  Added new module named Page 3 Sub 1.  Default settings: Content Staging (Site)
QUESTION:  These appear to be working properly.

Maybe I'm just not understanding how the workflow "leveling" is supposed to work, but it seems like I am encountering some odd behavior.

Thanks to anyone who actually reads through all of this and can help.
