I have had the same problem with DNN complaining of duplicate tabs.

I found that as well as removing duplicates removing all "\", "&" and "." characters from tab names helped.

Something else that may help is that you should clear cache and then turn off caching by setting it to none. This caught me out when I removed duplicate tab names and found they still appeared in the template output.

If you're running iFinity URL Master, then I may be able to help...

I had this problem and determined the "duplicate tab" that was causing the new portal creation from template to fail was "Portal Urls" which is used by our installation of iFinity URL Master. To resolve the issue I simply removed that tab from the .template file. You can easily find the tab in your .template file by searching for "Portal Urls" Be sure you get rid of the entire entry.

Save, deploy back to your site, and try again.

Removing the "Portal Urls" from the .template file worked for us.

So if you are not using Ifinity URL Master, then what could be the problem?  Is Ifinity a 3rd party utility or is it part of DNN?...using DNN 5.6
