I've got a fair number of portals on one install. The number is not the issue here nor is it the one install.

I'm looking to utilise KeepAlive.aspx and have had successful tests with Browsers pointing and accepting the meta refresh but the question lies here - How can i successfully do that without using browsers?"

One solution was a Windows Service which opens a connection to the portal url and does that every so often as I didn't know whether I could keep it open to have a meta refresh activated on it.

The other one was to have a program actually open up a browser/tab with each alias.

Any other solutions?

there are a number of keep alive tools for your server or web hosted services, which may provide you with an email/SMS/phone call, if the site is down, e.g. by www.host-tracker.com or mon.itor.us.
