I am creating portals based on a template which works great.

However, if I update the template by adding a new page, how do I update the existing portals so that they also get the new page. Is there a way to syncronize eixsintg portals with templates?

Templates are used when the portal is created, after that they no longer apply.  If you change the template you have to go back to previous portals and add the changes.
