Here is what was happening to me.

I was missing an important variable that is passed to paypal, the Model Name.

There are specific variables that need to be passed or it won't work. I had to look closely at the hidden inputs because the input was there the id and type were correct, but there wasn't a value attribute in the input tag. Make sure you have a Model Name, Item Number, and amount entered into the store :: Product.
