I've been working on a site at a temp url and want to transfer to make it "live" at its intended domain name.  Is that possible?  If not, what's the best practice to develop a "beta" site before making it live on a domain?

Go ahead and add the final URL to the portal alias table before moving it.  You can test this by modifying your own local hosts file ( beyond scope of my qiick answer )...

Beyond that... a simple restored DB backup, synch of DB Users ( see sp_Change_Users_Login AutoFix, <name> ), copy over the web files and validate the folder permissions, update the web.confg... and you're done.
