No we don't have referential integrity in the controller, but we do have recurrence logic in there. This shouldn't be a problem, because we don't allow manual enrollment if a series is being edited, only if editing a single event.

Since only admins and moderators can manually enroll, logically it isn't sensible to then force a moderation process. We also followed the logic that if a manual enrollment is being, this is likely to be because the enrollee has paid offline.
