This post and this post both ostensibly describe ways to assign different RadEditor toolbar set-ups to different DNN Security Roles, but neither of these methods seem to work. Moreover, " RadEditorProvider.vb" doesn't even seem to exist.

I know about the advanced editor, and that might be the only solution here, but I'm curious: has something drastically changed in recent versions of DNN? Why would the methods listed here work any more? Where did RadEditorProvider.vb go?

Those posts relate to the provider that Telerik provided before DNN had its own provider.  You can see the post refers to a file in the App_Code folder.  You could still follow the ideas presented and apply to the DNN Rad provider. 
Check out this provider http://radeditor.codeplex.com/ first though.

On that provider I think this is what you are looking for

"ability to have dedicated configurations per user role. You may have a configuration for hosts, admins, users and guests. Each of them may also be portal or tab specific. "

I will check out that other editor, but in the meantime, how could I apply those ideas to the DNN Rad provider? I haven't had any success.

the dnnWerk provider is awesome except that you cannot define a custom role. For example, I want my forum moderators to have more options that regular users. Under the dnnWerks model as it stands currently, I can't do that.
