Because the Store module is compatible with all DNN versions from 4.62, those settings are not managed wtih the classical module settings permissions. The Store module allow you to define two roles to manage the catalog and orders. You can create one or two roles like 'Store Manager' or 'Catalog Editor' and apply this role to your user. Go to the Store Admin module and select the corresponding roles for the settings 'Manage catalog' and 'Manage Orders'.
