When I add code from creating a button in PayPal and it to a  HTML module I lose almost all the content added to my site. If you view the site with any other browser except Internet Explorer the site is just fine. I'm told I can't have two form tags on a DNN page or else strange things can happen to the site when viewed with Internet Explorer.

Do I have any fixes, options, or alternatives to correct this issue?

You are correct that you cannot place an HTML form in the HTML module.

Your alternatives are
- use an IFrame module to display the form on a standard HTML page within the DNN page
- create the form using a DNN forms module, that can post to Paypal
- use a DNN e commerce/store module that can use
