I have long wondered where the best place was to post a question/issue to get an answer and to alert DNN corporate to concerns and problems within DNN.

In DNN 7 the Getting Started page has a link on the right that says "Find an Answer" and that link goes to http://www.dotnetnuke.com/Community/Community-Exchange.aspx  [the community exchange].

This seems like we are being directed to the community exchange and not the forum.  What is the purpose of the forum? What is the purpose of the community exchange?  Why is there not one place where everyone can go to see a full list of the issues and answers from DNN corporate as well as the very experienced real-word users.

The forum provides a location for more discussion, where the Community Exchange is designed to allow people to easily ask questions and get answers, with the idea being that the next time someone goes to ask the same question they get provided with the previous question and answer, negating the duplication that you can find in forums.

That's my take on it at least.

It is sad that DNN Corp is somehow downplaying the Forums module(s) in favor of the Q&A.

Not sure why this happens since in genral the Forums are VASTLY superior for that kind of support. And in any case it is not good to have a "split" support system.
