Hi,

Is it possible to move a parent portal to its own website instead of under portals? If so how.

Tango,

Not sure what you are asking.   Do you mean that you want to separate a parent portal from an install that currently has multiple portals in it?  If so, the answer is yes.   If this is what you mean, make a copy of the installation and database,  restore to a temporary server or space so that you have a working duplicate (temporary alias names for the work), and then delete all portals from that install except for the one to be kept.   You can change the web server to look at this installation for the separated domain (parent).

If you create multiple web sites (parent portals) in a single DNN installation, they will share code and it's local files be placed in dedicated locations (/portals/[PortalID] folder). If this doen't fit into your use case, you may use separate DNN installation (in multiple IIS web sites) on your web server.
