I believe the true fix for this bug would be the following - Note: you will need to recompile the source.

in DefaultShippingAdmin.ascx.cs -> Page_Load change the following line:

txtShippingFee.Text = shippingInfo.Fee.ToString("0.##");

to

txtShippingFee.Text = shippingInfo.Fee.ToString("F");

Recompile the store source, and off you go

The ww version does not have this problem , since my products have to go either priority or next day mail USPS, and the choice is dictated by USPS policy , we set the shipping to 0 - 100 pounds at 0 prices and include the price of shipping in the product cost.
