Of course I check the PayPal payment status! hahahaha :-)
Please don't loose time to dig in the code, just tell me if you have some 'Store Alert' log in the Event Viewer and send them to my private email address (glepigocher AT yahoo.fr)!

Ask yourself what your reaction would be, if you were approached by me (a total stranger) on the street to ask you something without saying "Hello" nor "Thank you"? After several years of services dedicated to the community, I begin to be tired to read requests without any form of politeness.

Absolutely nothing appears in the events log. I have a working store by substituting my own PayPalIPN.aspx page in place of yours. It is working fine and at this point I am out of time. Our beta testers have been able to submit their orders through the Live PayPal site, and I get the right results. I think something is happening when it hits your internal verify routines that constantly make the order look like it is in process. I will sent you some PayPal http response files later for you to take a look at what they are sending me.
