Can we export templates from 3.11 and create new portals in 4.02 based on those templates?

3.11 is equivalent to 4.01,  i don't recall any portal level changes between 4.01 and 4.02, so it should work, but i'd advise you to test in your development environment first, or else make sure you backup your site fully first.

Cathal, it's 3.2.x = 4.0.x, not 3.1.x.

Either way, I think you should be fine with using your 3.1.1 templates, but I'd do a diff between the default templates in 3.1.1 and 4.0.2 (or whichever version you use) to get an idea of what's changed. And, of course, a backup is always a smart idea, as Cathal mentioned.
