I like that you can create roles with some administrative capability but not all administrative options.

I created a role with read/write access to all the publicly viewable pages and also "admin", "file manager", "pages" and "recycle bin".  This is very close to what I want, but when logged in as someone with only that role assigned, the module list (for inserting modules into pages) is not functional in the control panel -- in the RIBBONBAR control panel the list is disabled, in the ICONBAR control panel the list is enabled but empty.  (Interesting note: In the RIBBONBAR the "Add Module" button is enabled and clicking it inserts an HTML module into the page).

Any idea what I am missing?  Thank you for your help!
