Im having this very same issue.  3 sites are now unable to process paypal payments, had the same error and explanation by paypal. Again, all were working perfectly for a long time until the weekend.

Paypal said they are trying to "resolve the issue" on their side... .the downtime right now is painful.  Are we any closer to store module patch yet?

Hi all,

I will publish the new version 02.01.31 tomorrow. The PayPal gateway provider has been completly rewrited!

Now the form is posted only with PayPal fields and a lot of verifications are done while PayPal send the IPN request to the Store module. In addition, several email alerts and log status has veen added.

Great I was hoping for some good news soon, thanks Giles. New logging features sound good also.

If its any use to you we've been told by paypal ;

 From my understanding talking to others who use the software, change the form post to PayPal from and enctype of multipart/form-data to application/x-www-form-urlencoded will correct the issue. You may want to make a post on their forums in case another DotNetNuke user has already changed this and can share more specific advise about the product.
