im having this problem as well now. moving a template from 4.9.4 to a 7.0.5

No errors creating the template but then when I try and import I get the same error.

I have de-depud my TabNames and also tried changing the value.

did anyone solve this?

ok. fixed it.

this is what I did and I think the last step is what fixed it.

1. deduplicated the TabNames. I had 6
2. Removed possible offending characters from TabNames
3. Changed the version number on the 1st line of the template file.

Nothing worked.

I then booted up my dev machine and debugged it and it turns out that the import routine still didn't like one of the TabNames and was throwing an error.

I went into the template xml and deleted that tabname node and tried again.

It worked!!

I have no idea whether a combination or only one of the above steps fixed the problem.(I suspect the last step)

but I hope it helps anyone trying to get it working
