I am going to be offering some portals to a few local business on my server and would like to have google ads displayed on those sites.  I know how do display google ads but how can I force them and keep the portal admin from removing the ads?

You can always place the Google code into the skin itself.  I believe there are several Google AdWord etc modules that offer both a static module and a skin object that you can insert into the skin, thus forcing the display and not allowing removal unless you allow them access to the skins...

Thats a good idea.  

Is there any option that allows for them to be able to move the ads around as in a module? 

Also, is there something that would allow those ads to be removed from certain portals (paying customers)?

If you go the route of Skin Objects, you would just create a number of skin variations including one(s) without them for your "Paying" clients.  You then place the skins and containers you want to allow access to into each portal ([root]\Portals\X\Skins and Containers).  By placing the skins/containers in the different portals you can allow the admin to change them...
