U just did an upgrade to 4.9, but when I did so I forgot to copy over the old <machineKey/> element in the web.config.  I realized this after the upgrade completed and I could not login.  I have corrected the web.config with the old value, but I still cannot login.  What can I do to regain access to my site??

Depends on why you can't log in.  Error messages would help, but my first guess is you missed something else.  Or got the wrong keys.

check your config folder, you may have a backup of the web.config in there. I agree, you're likely to have a cut-and-paste error, please post the error message here so we can give you a better pointer to the issue.
