In some portal of my DNN installation if I log in with host user in the definition of modules I can't find the link to "Create Module Package"
Why?

Create Module Package only appears for local sites (localhost).  It doesn't display for remote sites.

This thing You say is very strange because on some of my remote sites when log in with host user the create module package link is present!

Here's the code that displays that menu item (in 4.8.2, it's possible it changed in 4.9.0).  FYI, this is in /admin/ModuleDefinitions/EditModuleDefinition.ascx.vb:

   1:  Dim objDesktopModule As DesktopModuleInfo = objDesktopModules.GetDesktopModule(mid)
   2:  Dim Actions As New ModuleActionCollection
   3:  If (Not objDesktopModule Is Nothing) AndAlso Request.IsLocal Then
   4:      If Not objDesktopModule.IsAdmin Then
   5:          'Create the DirectoryInfo object for the folder
   6:          Dim folder As New DirectoryInfo(Common.Globals.ApplicationMapPath & "\DesktopModules\" & objDesktopModule.FolderName)
   7:          If folder.Exists Then
   8:              lblModuleCreateMessage.Visible = False
   9:              Actions.Add(...)

So, you see, if the desktop module exists, the request is local, the module isn't marked as admin, and the module folder exists, that action will be available.
