Install 4.8.4

Download Turkish Language pack for 4.8.4 from

http://www.dotnetnuke.com/Products/Development/Forge/GroupLocalization/LanguagePacks/tabid/933/Default.aspx

Then install and select it.

Go to some website that provides you DIV based skins. (Maybe xHTML ones)

Apply the skin to portal.

Then try to add a module to a page  where this skin applied. You will notice that Pane drop-down list at Control Panel will be empty and won't let you to pick any panes from list.

Now switch back to en-US locale, and horray, you are able to add modules to page.

Is this a bug? or am i missing some steps to make it work? I haven't saw any xhtml skin that lets me add a module to a pane via control panel.

Can someone advice me?

Ismet -- where did you get the skins from?  Main reason you probably don't see any contentpanes is because none may be set.  If you look at the core templates - even though they have tables = you see that each pane has [ ID="xxxPane" runat="server" ](replace xxx with Pane name) Make sure your pane names are set as the id - and include "Pane" in the name;

another example for a ContentPane -- <div id="ContentPane" runat="server" class="xxxyourclass" ></div>

Sorry - just saw that you can add modules if the locale is US -- forgive my "quick draw" answer! --- I don't believe it'll help you
