upgrade to dnn 9.1.1: disappeared layouts and containers

after upgrading from 9.0.2 to 9.1.1, we noticed that themes' containers and layouts are missing to select from while creating or updating any page.

all needed files are placed correctly.

we noticed that "/API/PersonaBar/Pages/GetThemeFiles?themeName=THEMENAME" does not called after "/API/PersonaBar/Pages/GetThemes?"
