Upgrade DNN8 to DNN9 Can't Edit Modules

I upgraded a site from 8 to 9. Got everything working locally. When I deploy to azure on the deployed site I can't edit any modules. I get only the Gear icon and it appears to show the options for the 4 way arrow. I do not see the 4 way arrow or pencil icons.

Locally every thing works fine form Visual Studio.
