social authentication providers missing from community edition 6.2.3 upgrade

I've just upgraded from community edition 6.1.5 with the sole aim of implementing the google authentication social authentication provider. upgrade was logged as successful, no errors. however, when i go into host > extensions > authentication providers i only have the default/liveID/openID as options. there are no social authentication providers.

i then downloaded the full install for 6.2.3 and installed successfully and behold the social providers are available in this instance.

is this an oversight in the upgrade package or have i missed something?

I'dd be most appreciative of any help with this.
