Resources.zip not being generated by DNN9 Package Wizard

Hello, I am trying to generate an extension package with the package wizard in DNN9 so I can install it in a different instance of DNN9.

It appears that the Resources.zip file is not being generated by the packaging wizard in DNN9 causing the installation of the package to fail in the site I am trying to install the package.

I am hoping that somebody can point me towards a work around or tell me the step I am missing.

I am using Christocs Compile Module Template 7/8/9 for vs 2017.

I can generate packages just fine using DNN7 and Christocs 2012 templates. Install them in DNN9 and they work like a charm.

Work wants me to update what I am developing with. Please help me out.
