Is here a bug in the Export/Import function for pages unchecked for "Display in Menu" in DNN 9.2.2?

In 9.2.2, when I export a site that has pages where "Display in Menu" is unchecked, the import does not include those pages. I've checked to make sure all pages are included in the export.

If I subsequently mark the pages as "Display in Menu," and export again, all pages are included in the import. Is this a known bug or perhaps a problem unique to my setup?
