How to properly use child portals to manage permissions

The large organization I support is looking to roll out a CMS to replace their current static site. The organization has numerous semi-autonomous child organizations that each currently manage their own subdirectories of the static site via FTP/file share permissions.

We need to be able to stand up the site and have root access but provide each child organization with administrative access to their sub portal. I don't believe child pages will work because an admin of one child site should not be able to touch the content of another child site. Are sub portals the way to go to achieve this?

Also, from the root site, we'd like to be able to push out content to all the child sites if needed from a central module/store. Likewise we'd like to be able to show some content from child sites occasionally on the parent page. The connections would be dynamic (i.e. when the content was updated in one spot, it would update in the other, too).

Can this be done in DNN? Evoq?
