New to DNN, need to edit nav bar on site. When I hit the edit page button, I can edit page elements but not nav bar. What should I do differently to be able to do this? Or is this an authorization issue in which only certain admins can edit nav bar?
Page Management in the Platform is done via an Admin page. If you can see the control panel and the Admin menu, there is a Page Management option there (this is typically only available to Administrators or Super Users). This is the out of the box setup; it is also possible to expose this module on other pages (the Page Management one).
If you are using a commercial Evoq product, login as Content Manager or Content Editor and under "Manage" there is a "Pages" section you can load.

Just to add to what Chris said...
You must have admin rights to do this, if not you will not be able to change the titles displayed on the navbar.
If you have the proper rights it should also be possible to edit the navbar items via the 'Edit Page' button, then navigate to 'Page Settings', from there you can change settings of the page which includes the navbar text ("page name").
If its the look and feel of the navbar you want to change you do this in the skin of the site.
