How do I set up DNN to connect to SQL Azure?

I would like to set up the latest version of DNN Platform (the community edition) to connect to SQL Azure while running in Azure Web Apps. When I follow the standard database setup instructions, it doesn't work (even though I have gone in and told Azure to allow connections to the SQL Server from Azure services). What am I doing wrong? I can create the database in SQL Server Management Studio 2017, set up the user and the database, all that...but at the DNN installation, it fails to connect to the database.
