DNN 9.1 site export creates no .template file

I hate to be one more person complaining about DNN9 site export, but I haven't found this particular issue in the forums.

On 9.1.1, exporting a site produces the zip files in App_Data/ImportExport. However, I get no .template file in Portals/_default/templates and when I try to create a site from this template, it doesn't show in the dropdown. What's going on?

Unfortunately, can't upgrade to 9.2 due to module dependencies.
