DNN 7.1 Disabled pages don't appear in Parent Page dropdown

Can someone confirm this for me in DNN 7.1?

1) Create a new page and set it as disabled.
2) Create another new page and try to set the parent page to the page created in Step 1.
3) Observe the page created in step 1 does not appear in the Parent Page options.
